CRD IV - laws, regulations, administrative rules and general guidance

According to Article 143 of Directive 2013/36/EC, competent authorities are required to disclose information regarding laws, regulations, administrative rules and general guidance used to transpose Directive 2013/36/EC and Regulation (EU) No 575/2013.
This overview presents laws, regulations, administrative rules and general guidance adopted by Norway to implement Directive 2013/36/EC and Regulation (EU) No 575/2013. The overview also includes standards on the structure and format of the disclosed information. The standards were endorsed by the European Commission in 2014 and amended in 2019.
In this context laws and regulations outline the basic legislative and regulatory framework for credit institutions and investment firms subject to supervision by Finanstilsynet. Administrative rules refer to documents that instruct supervised entities on how to satisfy minimum regulatory standards. The documents are published as circulars. General guidance includes information on how laws and regulations should be applied by institutions. This includes discussion papers submitted by the Ministry of Finance. Additionally, general guidance will cover any other relevant information that Finanstilsynet wishes to disclose to enhance the understanding of the new capital adequacy framework.
